Senior Police Advisor


The Senior Police Advisor is a high-ranking police officer from one of the Member States. The police component - UNOMIG POLICE, has its headquarters in Sukhumi and so far only operates on the Georgian side of the ceasefire line. All police advisors are experienced police specialists who monitor, advise, train and equip the local police and work to facilitate cooperation across the ceasefire line.

Mr. Oleksiy Telychkin
Senior Police Advisor (SPA)

Mr. Oleksiy Telychkin was assigned to the position of the Senior Police Advisor in October 2006.


Mr. Telychkin joined the Ukrainian Police in 1986 after his military service and has a rank of Colonel. Since 1993 he has been working at the Kharkov National University of Internal Affairs. Before joining UNOMIG, Mr. Telychkin was the Head of the Criminal Police Training and Research Institute of the University.

His international experience includes military service in Iraq (1982-1985) and two UN peacekeeping missions in Former Yugoslavia.: the United Nations Confidence Restoration Operation in Croatia (1995-1996) and the United Nations Mission in Bosnia and Herzegovina (1997-1998).

He graduated from the Kharkov State University (1976) and Ukrainian Law Academy (1991) and attended training courses in Austria, Canada, Germany, Russia, Romania, and Sweden. Mr. Telychkin has his PhD in Psychology (1998) and Post-doctoral Degree in Law (2004). He has authored over 50 academic publications.

Mr. Telychkin was born in 1954. He is married and has two children.
